The Directorate "VTS Authority -Black sea" is part of the Bulgarian Ports Infrastructure Company and functions with a view to enhancing the safety and efficiency of navigation, safety of life at sea and protection of the environment and the adjacent coastline from possible harmful effects of shipping.
The directorate provides services in traffic management and information services to the shipping industry by providing ships with advice and recommendations concerning the safety of navigation and decision support on board in a complex meteorological and navigational environment of vessel traffic in order to prevent accidents, collisions and development of dangerous situations.
The National Centre for e-documentation of shipping (part of the Directorate "VTS Authority-Black sea") provides information services to the ports by improving the organization of document processing for issuing Port Clearance and Sailing Permission authorizations in order to reduce the technological time, necessary for processing documents through the use of standardized documents according to the recommendations of the IMO (FAL Forms).
The directorate provides services through CS Varna Radio, in accordance with the Global Maritime Distress and Safety System (GMDSS) by continuous 24-hour monitoring of international channels and frequencies for distress (zones A1 and A2 GMDSS), distributing maritime safety information (information associated with hydro-meteorological conditions, navigational warnings and any other information relating to the conditions and safety of navigation) and providing communications in case of maritime disstress and emergency.
The directorate provides the overall activity for the technical operation and maintenance of facilities and equipment, systems and subsystems for vessel traffic and information services to seaports, including main and auxiliary equipment of VTS, VTMIS, GMDSS and SSN.
Directorate "VTS Authority-Black sea" exchanges information with other systems provided by law or international agreement to which the Republic of Bulgaria is a party.
