VTMIS BULRIS FULL ENG 

 

VTMIS-Phase 3 Project is included in priority axes IV of OP “Transport" – “Improvement of the maritime and inland-waterways navigation”.

     On May 24, 2012 was signed a grant contract between the Ministry of Transport, Information Technologies and Communications and BPI Co for the implementation of the Project.

            Bulgaria is the first country in the Black sea region to develop a system for monitoring and managing the traffic of vessels carrying dangerous goods. Part of the system has been constructed and is already functional.

Purposes:

  • Extending the coverage of the system in the sea areas of Republic of Bulgaria and integration of all subsystems in a single maritime information system, connected to the pan-European structures in accordance with the requirements of European and international legislation by completing the work out under activity 1.
  • Upgrade of the telecommunication infrastructure, which provides constant transfer of all data and voice completing the work out under activities 3 and 1.
  • Upgrade of the scope of information services for maritime industry by completing the work out under activities 1,2 and 3.
  • Provision of interaction with other information systems of governmental and departmental structures, involved in maritime transport by completing the work out under activities 1,2 and 3.
  • Establishment of a center for electronic documentation in maritime transport in Republic of Bulgaria by completing the work out under activity 2.
  • Construction of buildings for the coastal centers for vessel traffic monitoring and management and information services for the maritime transport in Varna and Burgas by completing the work out under activities 4 and 5.

 

            The project has also the purpose to fulfill the set plays of OP "Transport", related to the accomplishment of the operations under priority axis 4 as follows:

 

  • Improvement of safety and port infrastructure in the area and aquatory of the seaports of Bulgaria by developing and operating a system for monitoring and management of the maritime traffic and information services for the maritime transport (VTMIS) as a part of the Communion safety information system (SafeSeaNet).
  • Construction of buildings for the coastal centers for vessel traffic monitoring and management and information services for the maritime transport in Varna and Burgas and establishment of a center for electronic documentation in maritime transport in Republic of Bulgaria
  • Establishment and development of the navigational information systems - this will be accomplished by the provided development and upgrade of the VTMIS system under phase 3 of the project, improving the overall efficiency and scope of the information services for shipping and extending the coverage of the Bulgarian coastline by the system.

 

            Activities:

            The realization of the project is separated in the following activities:

            Activity 1. Extending the range and functionalities of the vessel traffic monitoring and management system (VTS).

            Activity 2. Establishment of a national center for electronic documentation in maritime transport ("single window")

            Activity 3. Upgrade and extending of the transmission environment and technological upgrade of the radio communication system GMDSS.

                Activity 4. Construction of a building for the coastal center for vessel traffic monitoring and management and information services for shipping in Varna.

            Activity 5. Construction of a building for the coastal center for vessel traffic monitoring and management and information services for shipping in Burgas.

 

            Target groups:


            Transport: VTS, ship owners and operators, navigators, port operators terminal operators, pilotage.

            Governmental bodies: Maritime administration, border police, customs, National agency of fishing and aquacultures, Bulgarian navy, investigative bodies.

            Merchant: shippers, consignees, agents, subscribers to maritime passenger and cargo traffic, port concessionaires.

            Bulgarian and foreign citizens: persons involved in sea tourism and amateur fishing.

            Main users:

            Vessel arriving / departing Bulgarian ports or transiting the sea spaces of Bulgaria.

            Bodies and services involved in vessel traffic monitoring and management.

            Governmental bodies involved in the control of passengers and cargoes in maritime transport.

            Governmental bodies involved in inspections and control.

            Cargo carriers in the logistic network.

            Economy subjects in the region.

            Investors and concessionaires.

            Activity performers under the project, who will rise up new jobs.

            Expected results:

  • Safety - improvement of safety of shipping. The system provides information and navigational services, communication with vessels, provides and exchanges information with competent authorities during disaster and emergency situations.
  • Efficiency - increasing of the efficiency of shipping. The system optimizes the vessel traffic management through constant exchange of information between the participants in sea transport process and the Governmental competent authorities. Provides chance for better planning of ship calls and cargo operations.
  • Environmental protection - through constant monitoring of the vessel traffic the system provides an opportunity of avoidance of emergencies including spillages. In case of pollution provides information for all involved parties and reduces the time for reaction.

 

            Main tasks to be solved:

  • constant monitoring of the sea areas of Republic of Bulgaria;
  • vessel traffic management in the ports, Bay of Varna, Bay of Burgas, anchorages, lakes and connecting fairways;
  • rise up conditions for improvement of the efficiency in maritime search and recue;
  • improvement of the information service for the purpose of environmental protection;
  • collecting and providing the whole necessary information for shipping to the authorities;
  • rise up conditions for improvement of the efficiency of the maritime industry.
